Mr. Benavides was born in Los Angeles, California and worked and continued higher education in the Riverside area. He joined the Blindness Support Services and shortly thereafter, became and continues as the CEO. BSS was incorporated in May 1992, to provide innovative approaches to achieving independence and self-reliance for blind and visually impaired residents of Riverside, San Bernardino, Orange, San Diego and Los Angeles Counties in Southern California.

Today, Blindness Support Services continues to expand its support and opportunities to the community by listening to the people and organizations that it is involved with.
